Apple Is Now Building Its Own China AI Model

Apple has quietly begun developing its own artificial intelligence model specially designed for the Chinese market, according to a recent report by Reuters based on information from three unidentified sources. Alibaba is assisting the development behind the scenes without making any announcements about that.

This is quite unusual for Apple which traditionally relies on the help of third party companies in almost all markets of operation for Apple Intelligence. In particular, the company uses OpenAI to implement the AI features in most regions.(Reuters)

Why Does Apple Treat China Differently?

The answer to this question is simple. Any AI developed in the USA (such as ChatGPT and Claude) cannot be used in mainland China. Hence, Apple has to take care of its own AI implementation in its second largest market.

It is already known that there is a partnership between Apple and Alibaba. Apple announced it back in February 2025 and it was confirmed that in the future, the Chinese company will use its AI (Qwen) for the implementation of AI features on Chinese iPhones. In July 2026, the internet regulator of China officially approved Apple Intelligence for use on iPhones after months of waiting.

What is new is the creation of the custom model itself. According to the previous reports, it was expected that Apple would simply incorporate Qwen and the technology from Baidu in its special version of Apple Intelligence.

A New Model and a Lot of Uncertainties

Reuters has reported that it is still unknown how exactly the newly created model will be integrated with Qwen and Baidu’s technology. Perhaps, each of them will handle certain functions. It is unclear whether the development of the custom model is just a safety net, a test, or a future direction of the Apple’s AI development.

It is clear only from the fact that Apple Intelligence will start rolling out to Chinese users in a few months, in some update of iOS, but not with a new hardware release.

The Main Trend: Apple Seeks to Gain Control Instead of Access

The point many authors miss when covering this news is that this is not so much a story about China, as about gaining control over AI development.

As mentioned above, Apple created its reputation as a partner in AI implementation and did not develop the AI of its own. It has invited OpenAI to create a ChatGPT powered application, explored the possibility of cooperation with Google (Gemini) as the backend, even the upgrade of Siri relied on some outside assistance. Apple, unlike Google and Meta, tried to avoid the costly process of training frontier models from scratch.

However, China may become the exception. Although Apple is not interested in the fierce competition with the leading laboratories of the AI development, it cannot rely solely on its partners in the regulated market. Training of the custom model allows the company to gain a certain degree of independence that cannot be achieved through any licensing agreement, although at the same time it cooperates with Alibaba and Baidu on its own.

If this hybrid model will work for China, the question arises: will Apple continue to develop its own AI stack in all markets, rather than renting the intelligence from such companies as OpenAI, Google and others in the West? Maybe, China is the testing ground for a strategy that will be implemented worldwide later?

Where Does This Leave Siri?

This step takes place in the context of the AI upgrade of the company. The overhauled Siri, which will be implemented using the new architecture of Apple, will still be launched this fall with iOS 27. Initially, it will support only a few variants of the English language. The release of the new version of Siri in the EU for iPhone and iPad is delayed due to the regulatory issues and the company has not confirmed the timeline for its launch in China at all.

It is noteworthy that Apple Intelligence will reach China before Siri gets the new version in many markets. Hence, the users in China could get some AI features before they get the flagship assistant with a whole updated experience.
